Abstract

This notice draws up the balance-sheet of EEC action on montain and disadvantaged zones, and analyses the problems set by the agricultural policy in these areas. It shows the variety of application of EEC 1975 rule, and the disparity of its results on différents nations. The compensatory indemnities allow to reduce disparities of agriculture income between less favoured and normal areas about 7 points in the EEC. But it tends to increase disparities of incomes between less favoured areas because large farms of northern States are more assisted. The CAP reform might have contradictory effects on less favoured areas. Some proposals (falling of prices, quota of sheep allowances, cessation of activity, afforestation of agricultural land) tended to accelerate the restructuration of farms and the land abandonned by farmers, while other proposals (agri-environnemental) may contribute to slow down these phenomenons.
