Abstract

Location theory either agricultural or industrial is of little help for local development; it Ts intended for production units rather than for country planners. Local development means managing the inheritance of our 36.000 villages and searching for local zones fit for development. Broader studies at the département or regional level bring no answer; France must be observed at the commune level. Small but dynamic boroughs do not require administrative reform to become local development poles. Rurban phenonnenae have already brought about interpénétration between city and country. The third industrial revolution will accelerate this trend by breaking up production processes into sub tasks taking place in different locations. The industrial exodus will empty the factories as the rural exodus had emptied the countryside. Tomorrow's jobs will be elsewhere ; technology, culture, new relations between men should help provide them.
