Abstract
This paper brings to light the following three conclusions : (a) In the forseesable future fairly considerable food aid will continue to be necessary to face not only critical situations but also the structural food imbalance in certain regions. (b) Food aid must be integrated in the general framework of the food and development policies both of the recipients and of the donors. (c) Continuous improvement in management is necessary to increase the economic and humanitarian efficiency of food aid : mean term planning, the coordination of the various programmes, the use of this aid in the receiving countries, « depolitization » etc. It seems that improvement in some of these respects has already begun.
