Abstract
Excerpts from the report Introduction: A study team was convened by the USDA Director of Economics, Policy Analysis, and Budget to examine options for improving the flow of U.S. food and agricultural technical assistance resources to developing countries. The team undertook a search of available literature on the subject and interviewed numerous experts to obtain their views. A draft report was circulated widely within USDA for comments, which were considered by the study team in finalizing the report. This paper reviews technical assistance activities of the U.S. Government, discusses the present and future supply/demand scenario for U.S. technical assistance resources, identifies constraints and formulates options for improving the transfer of food and agriculture technology to the developing countries.
