Abstract
Excerpts from the Foreword: Presented here are proceedings of a symposium on secondary impacts of public resource development held in Washington, D.C., September 25-27, 1968. The symposium was part of a continuing effort to improve measurement of all effects of public programs. Questions are raised increasingly by budget reviewers and program administrators about the total impacts of public investments in natural resources on employment and income levels. The nature of such questions suggests that new methodologies and procedures are needed for evaluating investment alternatives. The symposium's principal objective was to summarize and evaluate recent experience and current thought on secondary effects of public investments in natural resources. A subsidiary objective was to provide a setting wherein government and university economists might articulate the theoretical and practical issues in measuring secondary effects of resource development. Such interaction should contribute to improved conceptual orientation and procedures for dealing with problems in this area.
