In the position as subjects of development, men and women have the same role in planning, implementing and monitoring development outcomes, however, in practice, there are still many gaps. Gender Pathway Analysis (GAP) is a tool to determine gender gaps indevelopment programs. This study aims to analyze the planning of gender responsive work programs and analyze the relationship between planning and indicators of gender equality and justice. This study uses a qualitative approach with research locations inthe Field of Product Processing, Post Harvest, Information Dissemination and the Horticulture Sector of the Department of Food Security, Food Crops and Horticulture, South Sulawesi Province. The results of the study indicate that in terms of language/policy statements/programs/activities and outputs are still gender neutral, that is, it has not shown any partiality to men and women, but at the time of implementation of the activities, it was seen that both men and women were involved in the activities. There is a gap in the control role, especially activities involving farmer groups. The man/husband is considered to have represented the position of the woman or his wife in various activities. Social factors such as women mostly stay at home being housewivesso that women feel lazy to join organizations. As for economic factors, some women who trade in their homes allow them not to participate in activities, especially involvement in farmer groups.
