Abstract

Excerpts: Purposes of the Program: 1. To raise farm income by bringing supplies of the major crops in line with demand. 2. To add to farm income through payments to farmers who cooperate in an effort to bring about better conditions for agriculture. 3. To protect and restore the fertility of the soil by enabling farmers to plant soil-building crops and carry out soil-building practices. Payments are made to farmers to compensate them for the sacrifices they make in maintaining production in line with demand and to assist them in conserving their soil -- or in other words, to farmers who plant within their allotments and who reach their soil-building goals. As in the past, the program will be carried out with the aid committees of representative farmers in each State, county, and community. The members of the county and community committees are elected by producers in their respective counties and communities.
