The Farm Credit Administration refused to back away from National Chartering despite being urged by House Banking Committee Chairman Jim Leach to kill it. A General Accounting Office legal opinion reinforced Leach's position, telling the FCA that National Chartering had to be treated as a formal regulation subject to public comment.
