Abstract

The domain of land and real estate administration is a domain of discourse animated by terms and concepts whose meanings and semantics form a knowledge system. The organization of this knowledge is a prerequisite for the management of land data and it is possible through semantic web technologies. The result is a land and real estate knowledge organization system, respecting an ontology domain model and supported by a thesaurus. The concepts of land administration domain relate to many concrete and abstract aspects: the domain itself and its sub domains, the stakeholder, the property, the ownership, the legal or technical or administrative source of the land information, the parcel and building concerned, the property survey and representation, etc. These concepts are related to each other and are subject to rules and constraints, in addition to having real instances identifiable in the real world. Land governance efforts and land policy decisions are heavily influenced by the knowledge management effectiveness. There istherefore a need for the mobilization of institutional and specialized stakeholders in the field for the establishment of a modern land and real estate knowledge organization system. Such a system must respect international standards, in exchange for information silos formed and used so far in each of the multiple sub-domains. It is with this in mind that this article presents the elements of an ontology model and a thesaurus that comply with the international standards in force.
