Abstract
This paper analyzes different global agreements on stabilization of greenhouse gas concentrations. Using WorldScan, a 12-region, 11-sector CGE model, a number of stabilization scenarios are quantified. Multiple scenarios from IPCC SRES are used as a base. To induce the developing countries to comply with a global agreement, an allocation of emission rights is suggested that leave those regions not worse of compared to non-compliance. This allocation is determined endogenously by the model. The resulting burden-sharing regime is compared with the benchmark rule of equal emissions rights per capita.
