In particular, the findings point to the need for the constitution of the Sugar Board, as recommended by The Sugar Act, 2020, to provide the public governance needed to improve coordination between millers and out-growers, oversee a fair and transparent process for determining cane prices over time, address new realities in the cane sector, and support the sustainable participation of outgrower farmers in sugarcane production in Uganda.
