Abstract

Policymakers debating the 1990 farm legislation face a number of important domestic issues. Annual costs of Federal farm programs could remain high, despite moves toward more market-oriented policies in the 1985 legislation. The goal of a more market-responsive farm sector will likely be reflected in provisions to increase program flexibility and ameliorate program inequities. A number of issues beyond traditional commodity policy could be addressed, including food safety and alternative agriculture.
