The benefits of reclamation under current Kentucky regulations unambiguously exceed reclamation costs; the incremental benefits of reclamation. under the currently introduced Federal Bill, are positive and under certain assumptions exceed costs. Even assuming application of best available reclamation technologies in the study region, surface coal mining generates residual social costs.
