Abstract

Local units of government and voluntary organizations are the primary decision-makers with respect to attempts to industrialize rural areas. Related financial and other decisions by state and federal agencies are generally based on judgements of potential payoffs of efforts and investments which are designed to attract industry at local levels. Hence, the relevant units of observation are usually communities, counties or multi-county areas which are organized for planning and action purposes.
