One of the usual objectives in rural development programs is to establish a new industry that will provide employment opportunities for· community residents and, hopefully, a new market outlet for farm products. Ideally., the proposed industry would-not only be compatible with the local economy but also would benefit it by utilizing farm products and other materials that are available in the area.
