Abstract

Conventional welfare principles are used to examine regional programs of agricultural protection, optimal subsidies are found to depend on the degree to which contractions in regional agricultural output are irreversible. A subsidy on the input that underlies the irreversibility, such as land, need be lower than one on output: generally, since it induces input substitutions, Income redistributions from consumers to producers are considered.
