Abstract

Regression results from a theoretically based model of county spending suggest: (1) Oregon counties are spending more than is necessary to completely use available matching funds under existi.ng closed-ended matching mental health grant programs; and (2) marginal changes on the grant ceiling might stimulate locally financed mental health expenditures whereas marginal changes in the matching rate would likely not.
