Abstract
This paper reports on a regional study of the impact of (1) improvements in water navigation and {2) waterway user charges on wheat movements. A transportation model minimizing transportation costs served as the analytical r,)ode 1. It was found that. as expected, shippers and geographical areas in close proximity to the river gained from improved navigation. Not so expectedly, the strong competitive reaction of the railroads allowed distant areas and producers to gain from improved waterways.
