Abstract
ThepurposeofthispaperistooutlineamethodforevaluatingtheEnvironmentalJustice(EJ) implicationsofrevisingthedustleadhazardstandardsforfloors.Forsimplicitythispaperonly addressespopulationsasdefinedbypovertystatus,butthemethodsdescribedcanbeappliedto evaluatedistributionalimplicationsby race,ethnicity,andpopulationsdefinedaccordingto alternativeincomecategories. ThemethodforestimatingIQgainsfromchangesindustlead levelsfollowstheapproachdescribedinEPA’s2008report, TheApproachUsedforEstimating ChangesinChildren’sIQfromLeadDustGeneratedduringRenovation,Repair,andPaintingin ResidencesandChild-occupiedFacilities (EPA2008). Theresultspresentedindicatethat childrenlivingbelowthepovertylevelaremorelikelytolivewheredustleadlevelsexceedthe alternativehazardstandardlevelof10μg/ft2 forfloorsandthereforehavethepotentialtobenefit morefromarevisiontothestandardcomparedtochildrenlivingabovethepovertylevel.
