Abstract

In 1978-79 a wheat rust epidemic in Pakistan reduced production by 10 percent. This paper outlines some of the consequences and issues of the rust epidemic. The paper specifically looks at Pakistan's Institutional response to the rust epidemic, the epidemics immediate economic cost and the adoption patterns of HYV's following the rust epidemic. In discussing the above, a conclusion is reached that the ability of Pakistan to avoid another rust epidemic in the future should be questioned.
