Abstract

Debate for the 1995 farm legislation ranged from minor reform of existing programs to fundamental reform of U.S. agricultural policy. This report discusses some issues addressed, including who benefits from commodity programs, whether the benefits are capitalized into land values, the costs of agricultural programs, how well programs have worked, who bears the risk in the agricultural sector, and whether alternative programs might work to meet farmers' needs.
