Abstract

Taiwan's trade policy is an important determining factor in its wheat purchase decisions in addition to quality and price competitiveness. Gluten quality, moisture, dockage, and protein quantity are important specific quality factors considered in Taiwan's wheat purchase decisions. Officials of the Taiwan Flour Mills Association (TFMA), Taiwan's main wheat-purchasing entity, indicated an unwillingness to pay a premium for cleaner U.S. wheat because the TFMA specifies a "zero-dockage" requirement in its buying contract. Given the dominant U.S. position in Taiwan's wheat market, expansion in U.S. market share even with further quality improvements would likely be minimal under the current import system.
