The article presents the characteristics of changes in the demographic situation in the communes of Podkarpackie Province in the years 2004-2014, using Hellwig’s measure of development. Problem areas include poviats: brzozowski, lubaczowski, strzyżowski and leski, where a significant share of the communes remained in classes of low or very low demographic potential. Areas with very high and high demographic potential were concentrated mostly near the area of the Special Economic Zone Euro-Park Mielec, including the cities of Rzeszów, Mielec, Dębica and Jarosław as well as near Jasło and Przemyśl.
