Abstract
Strategic planning is a systematic process of envisioning a desired future, and translating this vision into
broadly defined goals or objectives and a sequence of steps to achieve them [Smallwood 2014]. Strategic
planning is crucial in aligning efforts and identifying critical resources in achieving development objectives.
Since several decades it has been used successfully in private as well as in public sector while implementing
development policies. A large number and variety of performed strategies require to keep consistency among
them. In this paper some selected documents strategic for rural economic development of Poland were
examined and assessed from the point of view of consistency. A consistency is one of crucial characteristics
shaping possibilities and ways of coordination and completeness of implementation of varied strategies. A
particular emphasis was put on entrepreneurship, i.e. position, approaches, diagnosis and forecast of business
development in national strategic documents as well as planned actions and measures for entrepreneurship.
Despite the variety of current national strategies as well as significant differences in approaching the issue
one may state that in the context of rural economic development the strategic documents provide the rule
of consistency to a large extent.
