Abstract

El proceso de desagrarizacion visible principalmente en los paises industrializados no solo se manififiesta en una perdida gradual de peso economico del sector primario, sino tambien en el abandono e infrautilizacion de tierras dedicadas a actividades agrogandaderas. El abandono e infrautilizacion de suelos aparece condicionado por la especializacion productiva, las zonas de vocacion y tradicion ganadera presentan mayor riesgo de abandono. El fenomeno del abandono de suelo agrario es complejo y la comprension de sus causas aconseja considerar tanto condiciones fisicas y de orientacion productiva, como condiciones sociales y economicas. Existe la percepcion de que en regiones ganaderas como la Cornisa Cantabrica una parte importante de la SAU esta infrautilizada. La eleccion de la Cornisa Cantabrica, region agraria representative, y dentro de ella el Pais Vasco, tiene el interes de abordar el abandono en un area geografica donde dicho fenomeno se aminfiesta de forma diferenciada y evaluar al mismo tiempo la viabilidad de la opcion forestal como alternativa al abandono en zonas de montana. Se consideran diversos escenarios en relacion a la reforma de la PAC. The decline of agriculture visible mainly in industrialized countries in not only revealed in a gradual loss of economic weight of the primary sector, but also on the abandonment of agricultural land appears conditioned by production specialization, areas of cattle ranching vocation and tradition show higher risk of abandonment. The phenomenon of agricultural land abandonment is complex and the understanding of its causes advises to consider both physical and productive aspects as well as social and economic conditions of the area. The natural region of Cantabrian Coast, and within it the Basque Country, was chosen as representative area for this study, since there is a perception that an important part of the UAA is underused in this type of cattle ranching regions. This allows us to analyze the abandonment in an area where this phenomenon reveals itself differently and, at the same time, to evaluate the viability of the forestry option as alternative to abandoned lands. Finally, the potential effects of several CAP reform scenarios are presented.
