Throughout 2001, the European Commission will make public its legislative proposal for the reform of the Common Fisheries Policy. The purpose of the present paper is to analyse the structural fisheries policy and to make a valuation of its effects on the fleet overcapacity. In order to reach that goal, firstly its evolution is revised, later the recent effects of that policy are analysed and, finally, principal results are evaluated in the last period of implementation. The main conclusion drawn is that, the supposed failure of the PPC to reach the balance between fishing capacity and natural available resources, is not an exclusive responsibility of the structural policy followed with regard to the fishing fleet.
