This paper explores a number of topics within the broad subject of taxation and microeconomic reform as it affects the agricultural sector. Particular attention is focused on reform of the taxation system; the need for measures to support greater self-reliance on the part of farmers in managing risks; and the consequences of changes to the structure of charges for government services.
