Many foreign tropical areas, such as Cuba or Java, produce sugar more cheaply than do sugar-growing areas in this country. For that reason, if no protection were afforded the domestic sugar industry, it would be impossible with present methods to produce profitably any sizeable amount of sugar in the United States.
