The continuing influence of the notion that self-sufficiency in foodstuffs increases or maintains food security is demonstrated. The dearth of economic analysis is noted and tentatively redressed. The risks and costs of food insecurity in rich countries are systematically investigated. Then critically assessed is the contribution of policies which maintain self-sufficiency, irrespective of their effects on the form of agricultural production. Finally some elements of a more effective policy are proposed, involving storage, international contracts, and preparation for consumption adjustment.
