The citizenship question is akin to the convergence between individual and general interests. This question cannot be seriously examined without considering « values ». It was at the core of the founding fathers debate about the economic science, but is now relagated by modern economists in search of the objectivity which legitimates science. This ignorance was acceptable as long as « private vices were making public benefits », but it is no more the case when economics promote a process which contradicts commonly shared values. The promotion of citizen-like behaviours means to get out of the « prisoner's dilemna ». The local development processes, the implementation of the subsidiarity principle seem to be favourable directions to be explored in rural areas.
