Various functions are performed by water : biologic, hygienic, techniques and recreational. In dry periods, it is difficult to allocate water to needs. These must be reduced at theire minimum possible levels, while avaiding remaining or recycled waters being polluted. State intervention are aimed to avaid pollution, and to secure the best possible use of water resources.
