The right to open country- The writer examines the problem of land tenure in the countryside. Land which used to be merely a production factor for the farmer has become the basis of other activities implanted in the countryside. This gives rise to conflicts over the purchase and use of land. In France the authorities have tried to solve the problem. Interesting experiments on a local level have been undertaken to try to make use of these possibilities, but their influence is limited. Consequently a more advanced policy is needed in this respect. But the failure of previous policies shows up the obstacles which must be overcome and the need for another strategy that would lead to the rethinking of the general attitude towards property of whatever kind.
