The division of France into «départements», a result of the Revolution 1789, by suppressing provincial capitals, « deregionalised » the country and created an omnipresent and totally centralising authority in all fields, and consequently often arbitrary and indeed inefficient. The policy of the balance of power between the main cities since it was too abstract has been unable to give rise to organised and powerful regions. A true local authority cannot exist without indépendance, competent people in charge, responsability and solidarity. The whole country tries to follow Paris pace. Henceforth it is Paris which from now on must follow the pace of France as a whole. Régionalisation cannot be achieved without Paris ; even less against Paris.
