20th century economic growth put an end to the extreme poverty of some jrench provinces described by Arthur Young in 1787. However, during this period, the sharing out of agricultural property created a new class of poor people : small farmers. 20th century technical progress increased the gap between full developed regions and others (roughly, south-west part of France). Even in full developed areas you can find poor farmers : their leeway constantly increases, and they are quite conscious of it.
