The horticultural trade deficit increases year by year. Will we have to yield to Dutch rule? Are our weaknesses due to energy costs, or ageing of the production facilities, or inadequate government support, or European policies, or the effects of division of labour, or the effects of recent monetary discorders ? Thoses in charge of horticultural policies have been fascinated by the Dutch miracle and wanted to get rid of our apparent anarchy without seeing it implied some potential dynamism. Thence failed reforms in the fields of taxation, tenancy, credit for young horticulturists, financing, labour legislation. New innovations developped in France must become a French commercial success.
