Robert Hobgood, president of First National Bank (Haskell, Texas) did not take no for an answer. When the Farm Service Agency rejected a loan guarantee for one of this customers, he appealed to the National Appeals Division and won. When FSA refused to implement the hearing officer's decision, he sued them in federal court.
