This paper: discusses methodological issues associated with estimating revenue impacts; provides impact estimates for a sample of developing countries; links the differences in impacts to cross-country differences in existing tariff regimes as well as properties of formulas for tariff cuts; and, discusses efficient tax replacement policies and past experiences. Additionally, the paper presents results of a simulation of the welfare effects of reducing tariffs and simultaneously replacing lost tariff revenues with revenues from consumption tax. It concludes with some policy implications. 000331362 546__ $$aEnglish 000331362 650__ $$aInternational Relations/Trade 000331362 650__ $$aInternational Development 000331362 6531_ $$amultilateral trade negotiations 000331362 6531_ $$atariffs 000331362 6531_ $$atariff reduction formulas 000331362 6531_ $$agovernment revenue 000331362 6531_ $$aCGE simulation 000331362 700__ $$aKowalski, Przemyslaw 000331362 773__ $$j2004 000331362 8564_ $$9e2a0a21d-d635-4268-b903-e3fe3777fa98$$s173827$$uhttps://ageconsearch.umn.edu/record/331362/files/1902.pdf 000331362 909CO $$ooai:ageconsearch.umn.edu:331362$$pGLOBAL_SET 000331362 913__ $$aBy depositing this Content ('Content') in AgEcon Search, I agree that I am solely responsible for any consequences of uploading this Content to AgEcon Search and making it publicly available, and I represent and warrant that: I am either the sole creator and the owner of the copyrights and all other rights in the Content; or, without obtaining another’s permission, I have the right to deposit the Content in an archive such as AgEcon Search.
