Excerpts from the report Preface: RAPLI-II is an experimental information system for data on the assessment, transfer, and use of land in Rappahannock County, Virginia. Purpose of the RAPLI-II experiment was to design an inexpensive land information system suitable for small, rural counties. This land information system, for example, can assist county assessors in analyzing the real estate tax base, preparing routine reports, and providing special data for county officials. The transaction subsystem can produce legally required records of transfers and provide data useful for title assurance. The land use data are useful to county planning officials to develop and maintain a comprehensive plan, administer zoning ordinances, control subdivision, and relate day-to-day decisions to an overall county plan for development. This experiment indicates that such counties can improve their present information system with minimal change in procedures with a net savings in resources and with substantial room for growth and improvement.
