      abstract = {Policy reforms in developing countries often address in  isolation either an economic or a political problem. This  study examines the interactions between political  institutions and responses to economic incentives in a  comprehensive framework. Migration data from thirty two  African countries were used to quantify the statistical  relationship between political institutions and labor  migration out of agriculture. Regression results indicate  that the presence of political freedoms and civil liberties  increases the responsiveness of labor migration to economic  incentives},
