Abstract

This paper develops a cost-benefit framework for evaluating the impacts of price spikes and price volatility in food commodities ranging from allocative, political-economy and health to human welfare effects. After reviewing the research on impacts of price spikes and volatility, several policies to reduce volatility or its adverse impacts are classified and evaluated. The evaluation of policies is visualized according to different criteria that allow assessment of strengths and weaknesses of several policies.
