Abstract

Barge traffic on the Upper Mississippi River is of vital importance to the economy of the Twin Cities and the Upper Midwest. For instance, a study by the Upper Mississippi Waterway Association concluded that the river system handles 56 percent of the area's grain exports, 41 percent of the area's fertilizer, and 28 percent of its refined petroleum products (1). In addition about one of every three persons residing in the Upper Mississippi River Basin is served by electricity obtained from barged coal.
