This aniclc ~= the approach employed by the Dcpanment of Development Aid (DDA) in settling black commercial farmers on Trust land. It is argued that farm sizes should be determined by market forces rather than by administrators, and that risk should be treated more rigorously in the farm planning process. A M0TAD model is used to account for income risk in an existing farm plan. The results highlight flaws inherent in current policy and procedures.
