In the 1980s, after some fifteen years of relatively fiat spending in real terms, the federal government increased expenditures for non-price export promotion of agricultural commodities eleven-fold. This paper provides a brief history of government programs designed to expand agricultural exports, the economic rationale for public involvement in these activities, and the critical issues surrounding program evaluation.
