Abstract

At the outset of the demonstration and dialogue project „F.R.A.N.Z. – Future Resources, Agriculture & Nature Conservation”, farmers and consultants throughout Germany were asked in 2017 about their implementation of biodiversity measures on farms in Germany. In 44 guided interviews and in three group discussions, the surveyed participants reported on current obstacles and improvement possibilities in agricultural practice. In addition to the agricultural policy situation, and concrete experience with measures, farm, production and administrative aspects were addressed. Also the compatibility with the values of third parties and the concrete consultancy services were addressed. The questionnaire was comprised primarily of half openended and open-ended questions that served to find out which reasons are convincing for the farm managers decision for or against the implementation of biodiversity measures. The following core statements can be derived from the survey responses: *The profitability of the farm may not be harmed *The ensured continuation of the program in its current form, as well as self-confidence about knowledge of regulations is considered to be inadequate *The danger of sanctions is accepted as a given, but there is a great deal of anxiety about penalties due to unknown or non-preventable violations (i.e., due to weather) *More flexibility in dates for field activities, measurements and the general shaping of the measure is a central challenge for those questioned. *An important concern for the participants is that goals and successes of the measures be more strongly communicated by consultants and in public relations activities. *The improvement of the image of the own farm and agriculture in general represents an important motive for those surveyed to implement the measures. The survey showed that both hard factors such as profitability, as well as soft factors like the image of the implementation of the measures can be decisive. In order to attain better acceptance, the measures must be adapted more flexibly to regional needs. It also holds true that communication within agricultural spheres, but also to the outside population must be intensified. Zu Beginn des Demonstrations- und Dialogprojekts „F.R.A.N.Z. – Für Ressourcen, Naturschutz und Landwirtschaft mit Zukunft“ wurden 2017 bundesweit Landwirte und Berater zur Umsetzung von Biodiversitätsmaßnahmen in landwirtschaftlichen Betrieben in Deutschland befragt. In 44 leitfadengestützten Interviews und drei Gruppendiskussionen berichteten die Befragten über aktuelle Hemmnisse und Verbesserungsmöglichkeiten in der landwirtschaftlichen Praxis. Im Fokus standen Agrarumwelt- und Klimamaßnahmen und weitere regionale Programme. Neben den agrarpolitischen Rahmenbedingungen und konkreten Erfahrungen mit Maßnahmen wurden betriebswirtschaftliche, produktionstechnische und administrative Aspekte angesprochen. Auch die Vereinbarkeit mit den Wertvorstellungen Dritter sowie die konkrete Beratungsleistung kamen zur Sprache. Der Fragebogen bestand überwiegend aus halboffenen und offenen Fragen, die dazu dienten herauszufinden, welche Gründe aus Sicht des Betriebsleiters ausschlaggebend bei der Entscheidung für oder gegen die Umsetzung von Biodiversitätsmaßnahmen sind. Folgende Kernaussagen lassen sich aus den Antworten ableiten: • Die Wirtschaftlichkeit des Betriebs darf nicht beeinträchtigt werden. • Die Sicherheit über den Fortbestand der Programme in der bestehenden Form sowie die Sicherheit bezüglich der Kenntnis von Auflagen werden als unzureichend angesehen. • Die Notwendigkeit von Sanktionen wird anerkannt, es herrscht jedoch große Angst vor Anlastungen bei unbewussten/nicht zu verhindernden Verstößen (z. B. witterungsbedingt). • Mehr Flexibilität bei Bearbeitungsterminen, Abmessungen und der generellen Ausgestaltung der Maßnahmen ist eine zentrale Forderung der Befragten. • Ein wichtiges Anliegen aller Beteiligten ist es, die Ziele und Erfolge der Maßnahmen verstärkt durch Beratung und Öffentlichkeitsarbeit zu kommunizieren. • Die Verbesserung des Images des eigenen Betriebs und der Landwirtschaft allgemein stellt ein wichtiges Motiv der Befragten für die Umsetzung von Maßnahmen dar. Die Befragung hat gezeigt, dass sowohl harte Faktoren wie die Wirtschaftlichkeit als auch weiche Faktoren wie das Image über die Umsetzung von Maßnahmen entscheiden. Um eine bessere Akzeptanz zu erreichen, müssten die Maßnahmen flexibler an regionale Ansprüche angepasst werden. Ebenso gilt es, die Kommunikation innerhalb der Landwirtschaft, aber auch nach außen in Richtung Gesellschaft/Bevölkerung zu intensivieren.
