abstract = {This paper outlines an empirical bioeconomic model that is
spatially explicit. It combines a metapopulation model of sea urchin biology with a discrete choice econometric analysis of harvester behavior. Discrete choice results are used to simulate short-term spatial closures in the fishery, and implications for long-term spatial management are discussed.},
