Abstract

In formulating and implementing agricultural policies, it is necessary to take bureaucracy and public administration issues in to account. It is obvious that the detailed task of administration and implementation of most agricultural development projects is left to bureaucrats or project staff. In the context of this paper, it seems sensible to give more emphasis on searching out people and situations within developing countries, where local thoughtful and capable policy makers and planners are getting on with the job of creating relevant and feasible solutions for reducing poverty.
