000211091 520__ $$aLes politiques publiques de soutien à l'innovation encouragent le plus souvent l'activité de recherche-développement, grâce à des outils tels que le crédit d'impôt recherche ou les grands programmes technologiques. De tels outils semblent bien adaptés dans des secteurs où l'innovation est fondée sur la science. En revanche, dans un secteur comme l'agro-alimentaire, la R&D est distribuée entre plusieurs acteurs publics et privés. Le nombre de firmes qui ont une structure formelle et permanente de R&D est faible. Les PME de l'agro-alimentaire bénéficient-elles des externalités de la recherche publique pour innover? L'objectif de cet article est d'évaluer dans quelle mesure les PME qui ne font pas de recherche bénéficient des externalités de la R&D publique. Mieux comprendre les mécanismes de l'innovation dans les secteurs faiblement intensifs en recherche permet de concevoir des politiques de soutien à l'innovation adaptées. Il montre que les externalités en provenance de la recherche publique existent même si les firmes ont une capacité d'absorption réduite.
