Paper refers to local innovation strategies of four districts of Lublin Province: Biała Podlaska, Chełm, Krasnystaw and Włodawa. These districts together with towns of Biała Podlaska and Chełm create two (north and south) areas menaced by stagnation within the Lublin region. The aim of the paper is a comparative presentation of local strategies and economic sectors influencing the competitive and innovative potential of districts as well as possibilities and ways of supporting the multi aspects and multi level cooperation for a more dynamics socio-economic development. Critical evaluation of local innovation strategies, their goals and development priorities resulted in conclusions referred to the methodology and contents of strategic planning and implementation of local strategies.
