In its biodiversity strategy, the government proposes several types of economic incentives to encourage voluntary conservation by private landowners. This research investigates the factors affecting the likely response by landowners to those incentives, with a particular focus on the overall potential efficacy of the biodiversity strategy in preventing additional biodiversity loss. A case study approach is used to examine the application of the principal policy tools proposed in the strategy, and regional variations in policy implementation are considered. The analysis suggests that the government’s initiatives are not likely to achieve the desired result of ‘no net loss’ of biodiversity. Additional incentive measures are needed, particularly where larger areas of vegetation are concerned. The current voluntary approach favours individual landowners who already have a preference to conserve. Those who do not are excluded by the current policy approach, leaving large areas of native vegetation vulnerable to destruction or neglect. 000125126 546__ $$aEnglish 000125126 650__ $$aResource/Energy Economics and Policy 000125126 6531_ $$aNew Zealand Environmental Policy 000125126 6531_ $$aBiodiversity 000125126 6531_ $$aLandowner Incentives 000125126 700__ $$aLane, Helen R. 000125126 700__ $$aAlexander, Robert R. 000125126 8564_ $$906c3099d-b79b-41e3-9346-bc6863dd9bdc$$s314187$$uhttps://ageconsearch.umn.edu/record/125126/files/lane.pdf 000125126 887__ $$ahttp://purl.umn.edu/125126 000125126 909CO $$ooai:ageconsearch.umn.edu:125126$$pGLOBAL_SET 000125126 912__ $$nSubmitted by Kirsten Olson (olso5834@umn.edu) on 2012-06-11T15:30:41Z No. of bitstreams: 1 lane.pdf: 314187 bytes, checksum: 57c954129887f3833f2d0377cbf1e1bb (MD5) 000125126 912__ $$nMade available in DSpace on 2012-06-11T15:30:44Z (GMT).
