Abstract

The plague of SARS is over in China, and the economy is recovering quickly. While the impacts of SARS on Chinese economy were temporary, a part of economic sectors experienced severe attacks - including the migrant workers from the rural areas, whose income has been reduced significantly. Indeed, the negative influence on the society is great and profound. This crisis especially challenges today's public risk management, citizens' behavior and moral, and social civilization and progress. To protect the interests of the migrant farmers in their tens of millions as a special social community must be paid more attention.
